AAC Meeting Minutes - February 1, 2010

I. Lynn reported that the Autism Reference Binder was reviewed with and distributed to elementary principals. Psychologists and program specialists were informed of the location of the binders at the schools. Teachers will be notified at team meetings. Lynn will arrange to distribute the binders to the secondary principals.
On the January 4 Staff Development Day elementary special ed site personnel received training on using social stories in the classroom. Staff was also given sign-in information for Project Optimal, an online autism training program. Secondary principals have also been informed of Project Optimal.

II. The committee discussed the workability program, the vocational education program. Workability provides screening to determine students’ interests and provides some inservices for students, andgoals are addressed in students’ IEP’s and transition plans.
The district has post secondary programs at Cory, De Anza, San Jose City College and Mission College. Job coaches work with Severely Handicapped students in their senior year of high school.

III. Rose Bedard inserviced the committee on bus driver training. To receive initial certification a bus driver must have 40 hours of class time, be certified in first aid and have a minimum of 40 hours behind the wheel. To be recertified, a driver must pass a physical every two years. SJUSD bus drivers receive 2 - 4 hours of inservice time yearly. SJUSD uses the Santa Clara County Office of Education manual that addresses managing behavior and characteristics of specific disabilities. Durham drivers receive one full day of training per year before the start of the school year. Rose reported that officials from the District’s Department of Transportation my attend IEP meetings and be involved in behavior plans as appropriate. Rose estimated that the Department has been involved in approximately 20 behavior plans for students with autism.
The Transportation Department sends out brochures to parents at the beginning of the school year with contact numbers to use in cases of concerns or problems with scheduling, etc.
If there are problems with a specific driver, a trainer may conference with the driver or go out with the driver on their route for retraining. In some instances a driver may be removed from the route. After receiving the information from Rose and further discussion, the committee made the following recommendations:

• inform special ed teams about the components of bus driver training
• review and perhaps refine the survey questions regarding transportation in an attempt to gather more specific information regarding parent concerns
• make sure that students who are transferring from a small bus situation to the larger bus are well prepared
• offer Special Ed Department assistance with inservice for district drivers
• put transportation recommendations in the IEP to be given to the bus driver

IV. The report on presentations to staff regarding materials and strategies was postponed till the April meeting.

V. Next meeting is Monday, April 5.

Parent Process for Concerns

Who Should you Call if you Have a Question Concerning your Child at School?

Should you have a question concerning your child, your first point of contact should be your child’s teacher.  If you feel that your concern has not been addressed to your satisfaction, please make an appointment to meet with the principal. Our expectation is that the principal will work closely with you and the teacher to address your concern.  The principal is in a position to bring additional resources, support and perspectives that are critical towards coming to a common understanding and solution.
If you feel the solution is not in the best interests of everyone involved and deserves further input, you may make an appointment with one of the grade level directors.  At the elementary school level, Norma Martinez-Palmer serves as the Director of Elementary Education (535-6602).  For the middle and high school level, Sandy Engel serves as the Director of Secondary Education (535-6009).  Each of these administrators works directly with principals to assist with communication and problem solving.

School Accountability Report Card 2008-09

Public schools throughout California are required to provide information to the community in the form of an annual School Accountability Report Card (SARC). These report cards provide a variety of data about a school’s student achievement, environment, resources, and demographics.

Updated SARC’s for the 2008-2009 school year (published in 2009-2010) are posted on the District’s website and a hard copy is available at each school site. Your principal will be able to answer any questions regarding your school’s SARC. Student Appeal Process

Parents/guardians have the right to both the review and appeal of school assignments through the appeal process. An appeal may be approved if it is based upon extreme health or emotional problems. (In all requests, documentation must be provided.) An appeal will not be granted if it is based on the health needs of other family members, transportation issues, school location/programs, school/job related issues or babysitting/day care difficulties. The process is as follows:

Step 1 Parent/Guardian Schedules Conference with the Information and Enrollment Center Administrator
The parent/guardian should contact the Information and Enrollment Center Administrator at either the Burnett Information and Enrollment Center (535-6412) or Erikson Information and Enrollment Center (535-6436). At this time the problem will be discussed and assistance offered to try to resolve the concern.
If it is not resolved to the satisfaction of the parent/guardian at the conference with the Information and Enrollment Center Administrator, the “Request for Appeal of Student Assignment” form will be completed and returned to the Information and Enrollment Center. Written documentation from those sources referred to by the parent/guardian must accompany the appeal. A signed “Exchange of Information” form may also be necessary.

Step 2 Parent/Guardian Receives Acceptance or Denial of Appeal by Written Response
The information provided on the form, along with documentation, is carefully reviewed by the administrator at the Information and Enrollment Center.  After reviewing the request, the administrator will indicate the decision by letter to the parent/guardian.

Step 3 Parent/Guardian May Contact The Director of student Enrollment/Assignment
In the event the parent/guardian is not satisfied with the initial decision from the administrator at the Information and Enrollment Center and wishes to continue the Appeal Process, he/she may phone the Director of Student Enrollment/Assignment Department, at 535-6232, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Step 4 Parent/Guardian May Contact the Director of Desegregation
The final level of appeal is to the Director of Desegregation. In the event that the appeal cannot be resolved at the Student Enrollment/Assignment Department level, the parent/guardian may phone the Director of Desegregation at 535-6378, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Secondary - Immediate Attendance Registration:

Upon enrollment of students for immediate attendance, they will be assigned to a school on a space-available first-come, first-served basis, taking into consideration the instructional capacity of the school and/or grade level, and existing wait lists. 
At certain times during the school year, 6-12th grade students may not be able to attend their attendance boundary school because space is not available. They will be assigned to the nearest school with space available while being waitlisted to their attendance boundary school.



Secondary Wait List:

If a student’s first-choice school is not available, the student will be placed on that school’s wait list. Priority is given to attendance boundary students. Wait list movement occurs at the end of each semester.

Pre-Registration for September:

Current 5th and 8th grade students who are changing grade levels (Elementary to Middle School; Middle to High School) must complete and return their School Choice Application by mid-February if they wish to participate in the selection process described below.
These students, as well as preregistered students who live in, but are not attending a school in the San Jose Unified School District, will be assigned to a school, taking into consideration the instructional capacity of the school and current wait lists.  In the event the number of students selecting a particular middle or high school exceeds that school’s programmatic or physical capacity, the District will redirect students to their second or third choice according to the following four priorities:

•  First Priority: Students who reside in the school attendance boundary
•  Second Priority: Students who are requesting a Voluntary Integrative Transfer.
• Third Priority: Students who will have a sibling who is enrolled in the school during the     year of intended assignment.
•  Fourth Priority: Students whose choice of schools does not satisfy one of the above priorities.

Every effort will made to place students in one of their three choices. If this is not possible, students will be assigned to their attendance boundary school.

If your student is not assigned to the first choice school, he/she will be placed in the second choice school if space is available. The same process will be used for the third choice school.
Students will be redirected to their other-than-first-choice-school on a random basis by a computer. Students who are redirected will be placed on a wait list for their first-choice school.  This wait list will also be produced by a computer random process. These names will be added below those already on the wait list.  After the Initial Enrollment Process, students will be enrolled or wait listed on a space-available, first-come, first-served basis.
Secondary Pre-Registration Wait List: If your student is not assigned to the first choice school, he/she will be placed on a wait list for that school. Students are placed into these schools from the wait list in priority order, taking into consideration all of the following:
•  Grade Level Openings at the School
•  Capacity of the School
•  Special Education program requirements

You will be informed regarding your student’s place on the wait list when you are notified of his/her school assignment. Attendance boundary students will always have priority on the wait list. Whenever possible, the students on the wait list will be moved during the first two weeks of school and at the end of each semester. If you are offered a wait list placement and decline it, your student’s name will be removed from that school’s wait list. No student may be placed on more than one wait list.

Secondary Transfer:

Voluntary Integrative Transfers
•  Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated as low socio-economic status. These students may transfer into a school that is designated high socio- economic status. (Based upon geo-codes)
• Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated high socio-economic status. These students may transfer into a school that is designated as low socio-economic status. (Based upon geo-codes)
• If a student meets the low socio economic criteria and his/her boundary school meets the low socio-economic criteria, but the geo-code in which the student resides does not, an exception may be requested. a. The Exception process requires that the family meet the financial qualification as delineated in the Application for Free and Reduced-Price Meals. b. The Request for an Exception may be completed during the enrollment process.
•  All transfers are based on space availability.

Transfer within Within SJUSD:
Your secondary student will be permitted to apply for a transfer from one school to another. Students must meet certain criteria for acceptance. Secondary students who are granted a transfer will be wait listed for schools that are at capacity. Please call the enrollment center for specific information.
Transfer Request forms will be available at the Information and Enrollment Centers during the spring and summer months. All transfers are based on space availability. The transfer period ends the first day of school.

Interdistrict Transfers

An annual Interdistrict Permit is required for students who do not live within the SJUSD boundary. Transportation services for Interdistrict Transfer students will not be provided by the District. Interdistrict students may be subject to displacement due to increased neighborhood enrollment.

Elementary - Immediate Attendance Registration

Note:  Magnet School wait lists will be eliminated at the end of each year. Parents must reapply if they wish their student to be reconsidered for enrollment.

Transfer within Within SJUSD:
Your elementary student will be permitted to apply for a transfer from one school to another, provided the transfer meets one of the following requirements:
• Transfer is to an attendance boundary area school.

• Transfer is to a “magnet school.”

• Transfer will aid the Voluntary Integration Plan.
The effective date of the approved transfer will be the first day of school in September. Elementary students will be wait listed for attendance boundary and magnet schools that are at capacity.

Elementary Transfers for the Academic Language Acquisition (ALA) Bilingual Program: 
At your school of assignment, as a parent of an English Learner, you will be given a description of the educational program choices for English learners at your student’s school and within the District. Also, you will be given the process for applying for a Parental Exception Waiver. You may request of your school principal through the Parental Exception Waiver process a transfer from your school of assignment to an ALA school with classroom space.
At schools with an ALA program, the principal accepts the waiver and places the student in an ALA classroom. If there is no room in the ALA program, the principal denies the waiver, and the student is assigned to a Structured English Immersion classroom. The student may either wait for placement in ALA at that school, or parents can appeal the waiver denial and request another school with an ALA program. At schools without an ALA program, the principal denies the waiver. Parents may appeal the waiver denial and request a school with an ALA program. Upon approval by the Bilingual Office, the Student Assignment Office will transfer your student to a school with space available in an ALA Program.

Elementary Intradistrict Transfers:
A student residing in the San Jose Unified School District may request, for the following reasons, an annual Intradistrict transfer to attend another SJUSD school when space is available.
Student of working parents receiving child-care from the same person or program for at least one year. Child-care must be located within the boundaries of the requested school.
A change of residency within the District’s attendance boundaries and the student wishes to continue at the school of assignment.
Student who through the student assignment process was assigned a school due to the lack of space available at the attendance boundary school and wishes to continue at the school of assignment.
Student whose parent/guardian is a district employee at the requested school.
Student whose parent/guardian is employed within the attendance boundaries of the requested school.
Transportation services for intradistrict transfer students will not be provided by the District. Intradistrict transfer agreements must be renewed annually. Intradistrict students may be subject to displacement due to increased neighborhood enrollment. For further information, please call 535-6230, the Student Enrollment/Assignment Office.

Interdistrict Transfers:
An annual Interdistrict Permit is required for students who do not live within the SJUSD boundary. Transportation services for Interdistrict Transfer students will not be provided by the District. Interdistrict students may be subject to displacement due to increased neighborhood enrollment.
No transfers will be made during the school year except for wait list movement and ALA program transfers

The Magnet School initial enrollment period is April. If more students apply for a magnet school than that school is able to serve, the District will assign students to the magnet school on a random basis, taking into consideration the instructional capacity of the school, voluntary integration plan criteria, and students who have a sibling attending the school. Students who are not enrolled in their magnet choice school will be placed on a wait list for that school. A computer-random process establishes initial wait lists.

Elementary Magnet Wait List:
Students are placed from a wait list as space becomes available. Parents will be informed regarding their student’s place on the wait list when they are notified of the school assignment.

Note:  Magnet School wait lists will be eliminated at the end of each year. Parents must reapply if they wish their student to be reconsidered for enrollment

District English Learners Advisory Committee

The District English Learners Advisory Committee meets regularly to advise the District governing board regarding District goals and objectives, and to assist in developing a district-wide plan for English Learners Education. Each school SELAC elects one of its members to serve on the DELAC.

Superintendent Don Iglesias Announces Retirement

At the December 10 Board of Education Meeting, San Jose Unified Superintendent Don Iglesias announced his retirement effective June 30.  Superintendent Iglesias has been Superintendent for 6 years, after first being employed as Deputy Superintendent in 2001.  Under Don’s reign SJUSD has continued to close the achievement gap, lower the percentage of dropouts, increase the number of students ready for college and maintain a balanced budget.
 
Mr. Iglesias stated, “I want to thank all of you for allowing me to lead our district as your Superintendent for the last six years; it has been the thrill of a lifetime, seriously.  San Jose Unified School District will continue to be a leading edge school district, with some of the finest teachers, classified employees and administrators on the planet.  Growing up as an urban kid from a blue collar family and becoming Superintendent of this wonderful district certainly reinforces for me that all things are possible for the students we serve, when we encourage, support and believe in the goodness and hope that resides in each of them.”

Newly elected Board President Veronica Lewis sadly thanked Superintendent Iglesias’ for his leadership, “In the next few weeks we will develop a plan that will include a process and a timeline for selecting his successor.  We will focus on selecting a successor that is capable of continuing to move our district forward and uphold the standards set by our current Superintendent.” 

The community will be kept informed of the process and timeline for the selection of the new superintendent.

Durante la reunión de la Mesa Directiva del 10 de diciembre, el Superintendente del Distrito Escolar Unificado de San José, señor Don Iglesias anunció su jubilación a partir del 30 de junio del próximo año.  El señor Iglesias ha ocupado el puesto de Superintendente durante 6 años, después de habérsele contratado inicialmente como Auxiliar de la Superintendente en 2001.  Bajo el mandato del señor Iglesias, el Distrito Escolar Unificado de San José ha continuado unificando el nivel de logro de todos los estudiantes, ha disminuido el porcentaje de deserción escolar, ha incrementado la cantidad de estudiantes preparados para la universidad y ha mantenido un presupuesto bien equilibrado.

El señor Iglesias declaró: “Deseo agradecer a todos ustedes por haberme permitido dirigir nuestro Distrito como su Superintendente durante los últimos seis años; ha sido la experiencia más emocionante de mi vida, se los aseguro.  El Distrito Escolar Unificado de San José continuará siendo un distrito de vanguardia, con algunos de los mejores maestros, empleados clasificados y administradores del planeta. El haber crecido como parte de una familia obrera en la ciudad y haber llegado a ser el Superintendente de este magnífico distrito verdaderamente refuerza el concepto de que que todo es posible para los estudiantes a quienes brindamos servicios, cuando los alentamos, los apoyamos y creemos en la bondad y la esperanza que habita en todos y cada uno de ellos.”

San Jose, CA. San Jose Unified’s Burnett Academy is very grateful to Silicon Valley Leadership Group for coordinating a Women & Girls Leadership Summit on Friday, February 12, at Burnett Academy. The event will feature former HP-CEO and business leader Carly Fiorina, Rep. Jackie Speier and NBC Bay Area morning co-anchor Laura Garcia-Cannon.
More than 100 other women executives and community leaders will join 450 of the school’s 6th, 7th and 8th grade girls at the half-day event.

Lowell Elementary School has received the Title I Academic Achievement Award.
The Title I Academic Achievement Award is given only to schools receiving federal Title I funds as authorized by the No Child Left Behind Act of 2001.
To meet the criteria for this distinction, the school must demonstrate that all students are making significant progress toward proficiency on California’s academic content standards.

AAC Meeting Minutes - February 1, 2010

I. Lynn reported that the Autism Reference Binder was reviewed with and distributed to elementary principals. Psychologists and program specialists were informed of the location of the binders at the schools. Teachers will be notified at team meetings. Lynn will arrange to distribute the binders to the secondary principals.
On the January 4 Staff Development Day elementary special ed site personnel received training on using social stories in the classroom. Staff was also given sign-in information for Project Optimal, an online autism training program. Secondary principals have also been informed of Project Optimal.

II. The committee discussed the workability program, the vocational education program. Workability provides screening to determine students’ interests and provides some inservices for students, andgoals are addressed in students’ IEP’s and transition plans.
The district has post secondary programs at Cory, De Anza, San Jose City College and Mission College. Job coaches work with Severely Handicapped students in their senior year of high school.

III. Rose Bedard inserviced the committee on bus driver training. To receive initial certification a bus driver must have 40 hours of class time, be certified in first aid and have a minimum of 40 hours behind the wheel. To be recertified, a driver must pass a physical every two years. SJUSD bus drivers receive 2 - 4 hours of inservice time yearly. SJUSD uses the Santa Clara County Office of Education manual that addresses managing behavior and characteristics of specific disabilities. Durham drivers receive one full day of training per year before the start of the school year. Rose reported that officials from the District’s Department of Transportation my attend IEP meetings and be involved in behavior plans as appropriate. Rose estimated that the Department has been involved in approximately 20 behavior plans for students with autism.
The Transportation Department sends out brochures to parents at the beginning of the school year with contact numbers to use in cases of concerns or problems with scheduling, etc.
If there are problems with a specific driver, a trainer may conference with the driver or go out with the driver on their route for retraining. In some instances a driver may be removed from the route. After receiving the information from Rose and further discussion, the committee made the following recommendations:

• inform special ed teams about the components of bus driver training
• review and perhaps refine the survey questions regarding transportation in an attempt to gather more specific information regarding parent concerns
• make sure that students who are transferring from a small bus situation to the larger bus are well prepared
• offer Special Ed Department assistance with inservice for district drivers
• put transportation recommendations in the IEP to be given to the bus driver

IV. The report on presentations to staff regarding materials and strategies was postponed till the April meeting.

Who Should you Call if you Have a Question Concerning your Child at School?

Should you have a question concerning your child, your first point of contact should be your child’s teacher.  If you feel that your concern has not been addressed to your satisfaction, please make an appointment to meet with the principal. Our expectation is that the principal will work closely with you and the teacher to address your concern.  The principal is in a position to bring additional resources, support and perspectives that are critical towards coming to a common understanding and solution.
If you feel the solution is not in the best interests of everyone involved and deserves further input, you may make an appointment with one of the grade level directors.  At the elementary school level, Norma Martinez-Palmer serves as the Director of Elementary Education (535-6602).  For the middle and high school level, Sandy Engel serves as the Director of Secondary Education (535-6009).  Each of these administrators works directly with principals to assist with communication and problem solving.

Public schools throughout California are required to provide information to the community in the form of an annual School Accountability Report Card (SARC). These report cards provide a variety of data about a school’s student achievement, environment, resources, and demographics.

Updated SARC’s for the 2008-2009 school year (published in 2009-2010) are posted on the District’s website and a hard copy is available at each school site. Your principal will be able to answer any questions regarding your school’s SARC. Student Appeal Process

Parents/guardians have the right to both the review and appeal of school assignments through the appeal process. An appeal may be approved if it is based upon extreme health or emotional problems. (In all requests, documentation must be provided.) An appeal will not be granted if it is based on the health needs of other family members, transportation issues, school location/programs, school/job related issues or babysitting/day care difficulties. The process is as follows:

Step 1 Parent/Guardian Schedules Conference with the Information and Enrollment Center Administrator
The parent/guardian should contact the Information and Enrollment Center Administrator at either the Burnett Information and Enrollment Center (535-6412) or Erikson Information and Enrollment Center (535-6436). At this time the problem will be discussed and assistance offered to try to resolve the concern.
If it is not resolved to the satisfaction of the parent/guardian at the conference with the Information and Enrollment Center Administrator, the “Request for Appeal of Student Assignment” form will be completed and returned to the Information and Enrollment Center. Written documentation from those sources referred to by the parent/guardian must accompany the appeal. A signed “Exchange of Information” form may also be necessary.

Step 2 Parent/Guardian Receives Acceptance or Denial of Appeal by Written Response
The information provided on the form, along with documentation, is carefully reviewed by the administrator at the Information and Enrollment Center.  After reviewing the request, the administrator will indicate the decision by letter to the parent/guardian.

Step 3 Parent/Guardian May Contact The Director of student Enrollment/Assignment
In the event the parent/guardian is not satisfied with the initial decision from the administrator at the Information and Enrollment Center and wishes to continue the Appeal Process, he/she may phone the Director of Student Enrollment/Assignment Department, at 535-6232, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Step 4 Parent/Guardian May Contact the Director of Desegregation
The final level of appeal is to the Director of Desegregation. In the event that the appeal cannot be resolved at the Student Enrollment/Assignment Department level, the parent/guardian may phone the Director of Desegregation at 535-6378, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Secondary - Immediate Attendance Registration:

Upon enrollment of students for immediate attendance, they will be assigned to a school on a space-available first-come, first-served basis, taking into consideration the instructional capacity of the school and/or grade level, and existing wait lists. 
At certain times during the school year, 6-12th grade students may not be able to attend their attendance boundary school because space is not available. They will be assigned to the nearest school with space available while being waitlisted to their attendance boundary school.



Secondary Wait List:

If a student’s first-choice school is not available, the student will be placed on that school’s wait list. Priority is given to attendance boundary students. Wait list movement occurs at the end of each semester.

Pre-Registration for September:

Current 5th and 8th grade students who are changing grade levels (Elementary to Middle School; Middle to High School) must complete and return their School Choice Application by mid-February if they wish to participate in the selection process described below.
These students, as well as preregistered students who live in, but are not attending a school in the San Jose Unified School District, will be assigned to a school, taking into consideration the instructional capacity of the school and current wait lists.  In the event the number of students selecting a particular middle or high school exceeds that school’s programmatic or physical capacity, the District will redirect students to their second or third choice according to the following four priorities:

•  First Priority: Students who reside in the school attendance boundary
•  Second Priority: Students who are requesting a Voluntary Integrative Transfer.
• Third Priority: Students who will have a sibling who is enrolled in the school during the     year of intended assignment.
•  Fourth Priority: Students whose choice of schools does not satisfy one of the above priorities.

Every effort will made to place students in one of their three choices. If this is not possible, students will be assigned to their attendance boundary school.

If your student is not assigned to the first choice school, he/she will be placed in the second choice school if space is available. The same process will be used for the third choice school.
Students will be redirected to their other-than-first-choice-school on a random basis by a computer. Students who are redirected will be placed on a wait list for their first-choice school.  This wait list will also be produced by a computer random process. These names will be added below those already on the wait list.  After the Initial Enrollment Process, students will be enrolled or wait listed on a space-available, first-come, first-served basis.
Secondary Pre-Registration Wait List: If your student is not assigned to the first choice school, he/she will be placed on a wait list for that school. Students are placed into these schools from the wait list in priority order, taking into consideration all of the following:
•  Grade Level Openings at the School
•  Capacity of the School
•  Special Education program requirements

You will be informed regarding your student’s place on the wait list when you are notified of his/her school assignment. Attendance boundary students will always have priority on the wait list. Whenever possible, the students on the wait list will be moved during the first two weeks of school and at the end of each semester. If you are offered a wait list placement and decline it, your student’s name will be removed from that school’s wait list. No student may be placed on more than one wait list.

Secondary Transfer:

Voluntary Integrative Transfers
•  Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated as low socio-economic status. These students may transfer into a school that is designated high socio- economic status. (Based upon geo-codes)
• Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated high socio-economic status. These students may transfer into a school that is designated as low socio-economic status. (Based upon geo-codes)
• If a student meets the low socio economic criteria and his/her boundary school meets the low socio-economic criteria, but the geo-code in which the student resides does not, an exception may be requested. a. The Exception process requires that the family meet the financial qualification as delineated in the Application for Free and Reduced-Price Meals. b. The Request for an Exception may be completed during the enrollment process.
•  All transfers are based on space availability.

Transfer within Within SJUSD:
Your secondary student will be permitted to apply for a transfer from one school to another. Students must meet certain criteria for acceptance. Secondary students who are granted a transfer will be wait listed for schools that are at capacity. Please call the enrollment center for specific information.
Transfer Request forms will be available at the Information and Enrollment Centers during the spring and summer months. All transfers are based on space availability. The transfer period ends the first day of school.

Interdistrict Transfers

An annual Interdistrict Permit is required for students who do not live within the SJUSD boundary. Transportation services for Interdistrict Transfer students will not be provided by the District. Interdistrict students may be subject to displacement due to increased neighborhood enrollment.

• Transfer is to a “magnet school.”

• Transfer will aid the Voluntary Integration Plan.
The effective date of the approved transfer will be the first day of school in September. Elementary students will be wait listed for attendance boundary and magnet schools that are at capacity.

Elementary Transfers for the Academic Language Acquisition (ALA) Bilingual Program: 
At your school of assignment, as a parent of an English Learner, you will be given a description of the educational program choices for English learners at your student’s school and within the District. Also, you will be given the process for applying for a Parental Exception Waiver. You may request of your school principal through the Parental Exception Waiver process a transfer from your school of assignment to an ALA school with classroom space.
At schools with an ALA program, the principal accepts the waiver and places the student in an ALA classroom. If there is no room in the ALA program, the principal denies the waiver, and the student is assigned to a Structured English Immersion classroom. The student may either wait for placement in ALA at that school, or parents can appeal the waiver denial and request another school with an ALA program. At schools without an ALA program, the principal denies the waiver. Parents may appeal the waiver denial and request a school with an ALA program. Upon approval by the Bilingual Office, the Student Assignment Office will transfer your student to a school with space available in an ALA Program.

Elementary Intradistrict Transfers:
A student residing in the San Jose Unified School District may request, for the following reasons, an annual Intradistrict transfer to attend another SJUSD school when space is available.
Student of working parents receiving child-care from the same person or program for at least one year. Child-care must be located within the boundaries of the requested school.
A change of residency within the District’s attendance boundaries and the student wishes to continue at the school of assignment.
Student who through the student assignment process was assigned a school due to the lack of space available at the attendance boundary school and wishes to continue at the school of assignment.
Student whose parent/guardian is a district employee at the requested school.
Student whose parent/guardian is employed within the attendance boundaries of the requested school.
Transportation services for intradistrict transfer students will not be provided by the District. Intradistrict transfer agreements must be renewed annually. Intradistrict students may be subject to displacement due to increased neighborhood enrollment. For further information, please call 535-6230, the Student Enrollment/Assignment Office.

Interdistrict Transfers:

The Magnet School initial enrollment period is April. If more students apply for a magnet school than that school is able to serve, the District will assign students to the magnet school on a random basis, taking into consideration the instructional capacity of the school, voluntary integration plan criteria, and students who have a sibling attending the school. Students who are not enrolled in their magnet choice school will be placed on a wait list for that school. A computer-random process establishes initial wait lists.

Elementary Magnet Wait List:
Students are placed from a wait list as space becomes available. Parents will be informed regarding their student’s place on the wait list when they are notified of the school assignment.

Note:  Magnet School wait lists will be eliminated at the end of each year. Parents must reapply if they wish their student to be reconsidered for enrollment

District English Learners Advisory Committee

The District English Learners Advisory Committee meets regularly to advise the District governing board regarding District goals and objectives, and to assist in developing a district-wide plan for English Learners Education. Each school SELAC elects one of its members to serve on the DELAC.

Superintendent Don Iglesias Announces Retirement

At the December 10 Board of Education Meeting, San Jose Unified Superintendent Don Iglesias announced his retirement effective June 30.  Superintendent Iglesias has been Superintendent for 6 years, after first being employed as Deputy Superintendent in 2001.  Under Don’s reign SJUSD has continued to close the achievement gap, lower the percentage of dropouts, increase the number of students ready for college and maintain a balanced budget.
 
Mr. Iglesias stated, “I want to thank all of you for allowing me to lead our district as your Superintendent for the last six years; it has been the thrill of a lifetime, seriously.  San Jose Unified School District will continue to be a leading edge school district, with some of the finest teachers, classified employees and administrators on the planet.  Growing up as an urban kid from a blue collar family and becoming Superintendent of this wonderful district certainly reinforces for me that all things are possible for the students we serve, when we encourage, support and believe in the goodness and hope that resides in each of them.”

Newly elected Board President Veronica Lewis sadly thanked Superintendent Iglesias’ for his leadership, “In the next few weeks we will develop a plan that will include a process and a timeline for selecting his successor.  We will focus on selecting a successor that is capable of continuing to move our district forward and uphold the standards set by our current Superintendent.” 

The community will be kept informed of the process and timeline for the selection of the new superintendent.

Durante la reunión de la Mesa Directiva del 10 de diciembre, el Superintendente del Distrito Escolar Unificado de San José, señor Don Iglesias anunció su jubilación a partir del 30 de junio del próximo año.  El señor Iglesias ha ocupado el puesto de Superintendente durante 6 años, después de habérsele contratado inicialmente como Auxiliar de la Superintendente en 2001.  Bajo el mandato del señor Iglesias, el Distrito Escolar Unificado de San José ha continuado unificando el nivel de logro de todos los estudiantes, ha disminuido el porcentaje de deserción escolar, ha incrementado la cantidad de estudiantes preparados para la universidad y ha mantenido un presupuesto bien equilibrado.

El señor Iglesias declaró: “Deseo agradecer a todos ustedes por haberme permitido dirigir nuestro Distrito como su Superintendente durante los últimos seis años; ha sido la experiencia más emocionante de mi vida, se los aseguro.  El Distrito Escolar Unificado de San José continuará siendo un distrito de vanguardia, con algunos de los mejores maestros, empleados clasificados y administradores del planeta. El haber crecido como parte de una familia obrera en la ciudad y haber llegado a ser el Superintendente de este magnífico distrito verdaderamente refuerza el concepto de que que todo es posible para los estudiantes a quienes brindamos servicios, cuando los alentamos, los apoyamos y creemos en la bondad y la esperanza que habita en todos y cada uno de ellos.”

La recién electa presidenta de la Mesa Directiva, señora Veronica Lewis agradeció al señor Superintendente Iglesias por su liderazgo y dijo las siguientes palabras conmovida por su partida:  “Durante las próximas semanas, elaboraremos un plan que incluirá un proceso y un calendario de trabajo para seleccionar al sucesor o sucesora del señor Iglesias.  Nos concentraremos en seleccionar a una persona que sea capaz de continuar logrando que nuestro Distrito avance y que pueda mantener las normas que estableció nuestro Superintendente actual.”

San Jose, CA. San Jose Unified’s Burnett Academy is very grateful to Silicon Valley Leadership Group for coordinating a Women & Girls Leadership Summit on Friday, February 12, at Burnett Academy. The event will feature former HP-CEO and business leader Carly Fiorina, Rep. Jackie Speier and NBC Bay Area morning co-anchor Laura Garcia-Cannon.
More than 100 other women executives and community leaders will join 450 of the school’s 6th, 7th and 8th grade girls at the half-day event.

Lowell Elementary School Receives Title I Academic Achievement Award

Lowell Elementary School has received the Title I Academic Achievement Award.
The Title I Academic Achievement Award is given only to schools receiving federal Title I funds as authorized by the No Child Left Behind Act of 2001.
To meet the criteria for this distinction, the school must demonstrate that all students are making significant progress toward proficiency on California’s academic content standards.

Superintendent Don Iglesias Announces Retirement

At the December 10 Board of Education Meeting, San Jose Unified Superintendent Don Iglesias announced his retirement effective June 30.  Superintendent Iglesias has been Superintendent for 6 years, after first being employed as Deputy Superintendent in 2001.  Under Don’s reign SJUSD has continued to close the achievement gap, lower the percentage of dropouts, increase the number of students ready for college and maintain a balanced budget.
 
Mr. Iglesias stated, “I want to thank all of you for allowing me to lead our district as your Superintendent for the last six years; it has been the thrill of a lifetime, seriously.  San Jose Unified School District will continue to be a leading edge school district, with some of the finest teachers, classified employees and administrators on the planet.  Growing up as an urban kid from a blue collar family and becoming Superintendent of this wonderful district certainly reinforces for me that all things are possible for the students we serve, when we encourage, support and believe in the goodness and hope that resides in each of them.”

Newly elected Board President Veronica Lewis sadly thanked Superintendent Iglesias’ for his leadership, “In the next few weeks we will develop a plan that will include a process and a timeline for selecting his successor.  We will focus on selecting a successor that is capable of continuing to move our district forward and uphold the standards set by our current Superintendent.” 

The community will be kept informed of the process and timeline for the selection of the new superintendent.

Journeys and Inspiration to be Shared with Burnett Female Students

San Jose, CA. San Jose Unified’s Burnett Academy is very grateful to Silicon Valley Leadership Group for coordinating a Women & Girls Leadership Summit on Friday, February 12, at Burnett Academy. The event will feature former HP-CEO and business leader Carly Fiorina, Rep. Jackie Speier and NBC Bay Area morning co-anchor Laura Garcia-Cannon.
More than 100 other women executives and community leaders will join 450 of the school’s 6th, 7th and 8th grade girls at the half-day event.

Lowell Elementary School Receives Title I Academic Achievement Award

Lowell Elementary School has received the Title I Academic Achievement Award.
The Title I Academic Achievement Award is given only to schools receiving federal Title I funds as authorized by the No Child Left Behind Act of 2001.
To meet the criteria for this distinction, the school must demonstrate that all students are making significant progress toward proficiency on California’s academic content standards.

Mr. Kateley called the CBOC meeting to order at 6:04 p.m.

2. Roll Call:

The following CBOC members were present.

7.1 Measure C & Measure F Performance Audit
Moss Adams LLP presented the Performance Audit

Performance Audits were performed for Fiscal Year Ending June 30, 2009 for Measure C and Measure F.

Moss Adams has found no discrepancies in the use of expenditures for approved Bond Fund purposes for Measure C. Item 7.1 Measure C Moss Adams (PDF)

Moss Adams reported the following for Measure F: Item7.1 Measure F Moss Adams (PDF)
Through District auditing, unsupported costs and potential overcharges to the District was made through the lease-leaseback agreement with Darling Investors, LLC.  The District is following up with the General Contractor to address unsupported and questioned cost charges.

The April 6, 2009 Implementation Plan was approved by the Board of Education and communicated to the CBOC, reporting that the estimated costs to construct Measure F projects left a shortfall to the total available construction funds.  All projects were identified in the Implementation plan.  The District continues to explore additional or alternative funding sources.

The District continues to increase the number of projects that are in the close-out process.

The District has implemented 25 out of 27 (93%) prior year performance audit recommendations.  These open recommendations should be implemented on a timely basis, as they address the need for effective procurement methods as well as the need for timely and complete project close-out controls.

7.2 Measure C & Measure F Financial Audit

Financial Audits were performed for Fiscal Year Ending June 30, 2009 for Measure C and Measure F.

Vanrinek, Trine, Day & Co. found no material issues.  No adjustments recommended.

7.3 Staff Report – Term Limit of CBOC
Steve Adamo and Phil Henderson presented the Staff Report Item 7.3 Staff Report

Phil Henderson suggests that the CBOC diminish efforts as funding is spent.  District staff recommended the CBOC review their bylaws regarding frequency of meetings.

A clarification was made regarding the handout.  The CBOC members are required to attend CBOC meetings and a quorum of seven members are required to hold a meeting.

Notable change for Measure C Refunding is Project 9236 Shade Structures is pre-closed.

Correction to slide shown during meeting: “The District released $2,200,000 (not $3,300,000) in additional Measure C budget to the Construction Program. “

Notable changes to 2008 Measure F projects include Allen at Steinbeck Media Center Modernization is currently on hold due to 2010 enrollment study.

Notable changes to 2009 Measure F project include Project 9917, Portable Replacement (Simonds Staff Lounge), has received DSA approval and is currently in the bidding phase.

Total current Program Contingency remaining is $1,801,805.
Total current Project Contingency remaining is $1,543,672.
Total Measure F Contingency is $3,345,477.

Michael Smith requested that Kitchell provide handouts of the slideshow at the next CBOC meeting.

8.2 Measure C and Measure F Financial Report
Ada Poon presented the Financial Report.

Ms. Poon reported on Measure C Fund Income & Expenditure Statement/Summary through September 30, 2009.  Total expenditure for Measure C and Measure C Refunding is $181,332,460 leaving a balance of $10,994,454.  Attached to the report were breakdowns of expenditures for each project and the related funding source. Ms. Poon reported on Measure F Fund Income & Expenditure Statement through September 30, 2009.  Total expenditure, including encumbrances, for Measure F is $424,385,037 leaving a balance of $10,387,221.  $8,179,041 was transferred out into Deferred Maintenance.  Attached to the report were breakdowns of expenditures for each project and the related funding source.  Details for each project’s hard and soft costs and encumbrances were also attached. 8.3 CBOC Annual Report Liaison

Draft of Annual Report was provided to Jim Kateley, Michael Smith, and Sherri Al-Ashari by Kitchell.  These members of the CBOC will review and provide comments to Kitchell by January 22, 2010.

The final draft Annual Report will be provided to the entire CBOC at the next meeting to be approved.

8.4 CBOC Website & Communication Liaison

CBOC members discussed the different options for advertising such as electronic distribution.  Kitchell to send a draft advertisement to CBOC members by January 29, 2010.  Last year’s advertisement to be brought to the next meeting for review and comparison.

9. CBOC Members & Sub-Committee Reports

9.1 Site Visit Report
Michael Smith presented the site visit report.

Site visit occurred on 11/20/09 at Willow Glen Middle and High Schools.
Attendees included CBOC members Michael Smith and Shelly McNamara, Mike Hiddleson, Jennifer Scott, and Summer Naranjo of Kitchell Program, Kitchell Construction Managers Jason Cornejo and Jim Wilson, SJUSD staff Steve Adamo and Amy Ruffo, and Willow Glen Middle Principal, Mark Molina, and Willow Glen High Principal, Shannon McGee.

Michael Smith requests that more members attend.  A recommendation was made to increase attendance by scheduling site visits earlier in the day.

Scope of work at Willow Glen Middle included $1.1M science modernization of old shop building, Administration and art room modernization.

Scope of work at Willow Glen High included $4.7M science and art room modernization and construction of new science building (still in progress).

Willow Glen Middle and High media center addition (SIP funding) was also toured.

Sites were pleased with results of work.  Mr. Smith stated that he was impressed and appreciated the Districts application of standards but also meeting the individual needs of teachers and staff.

9.2 Recommended Sites and Dates for Future Site Visits
Steve Adamo provided a hand out of proposed sites and dates for future visits.

7.1 Staff Report – “How Will Measure F Complete”
Steve Adamo presented the Staff Report. Item7.1 (PDF)

Projects that are scheduled for completion in summer 2010 were highlighted with their current budgets.  Closeout of projects through fiscal reconciliation and DSA were discussed along with potential challenges.

Corrections made at the meeting on the handout regarding remaining funding sources:
-Measure F ~11% of overall remaining in program
-Measure C (includes MCR, Scope D), ~10% of overall remaining program
-State Bond Funds, ~14% of overall remaining program
-Deferred Maintenance, ~65% of overall program

Projects that were below the red line have not changed (interior painting and flooring); however, some scope was performed when necessary with Modernizations of some sites because of related changes.

A large contingency remains to cover any overages of projects but will lessen when the program winds down.

CBOC has suggested forming a subcommittee to determine and suggest at what point and how much funding left that the program can conclude.  CBOC also suggests that District consult their legal counsel for concluding the program.

Steve Adamo noted that PCM3 construction management contracts were amicably terminated and has therefore resulted in limited activity in some projects as they transition to new management.

No notable changes for Scope D.  Notable change for Measure C Refunding in Project 9237, Allen at Steinbeck Shade Structure has closed.

Steve Adamo briefly summarized the Brown Act and CBOC Roles & Responsibilities and requested the CBOC members refer to the handouts provided prior to the CBOC meeting.

8.2 Measure C & F Overview and Project Status

Mike Hiddleson presented the Measure C & F Project status report. Item8.2.1 Measure C Status

Notable change is $500K transfer from Scope D to Measure F.  Notable change to Measure C refunding is Project 9709, Willow Glen High Science and Modernization bid under budget.  Project 9257, Empire Gardens Synthetic Field is over budget due to soil issue (to be contained to site on Watson Park – no off haul of soil) and increasing height of fence next to the river.  $89,038 remains in Measure C Project Contingency.

Mr. Hiddleson explained a new category called Pre-Closed.  Projects in this category have been reconciled fiscally but are still an open project not yet Closed with Certification by DSA.

Notable changes to 2005 Measure F projects include Project 9508, Restroom Renovations, Project 9517, Gunderson Fields, and 9552, Lincoln Modernization have been pre-closed.  Project 9530, Gunderson SIP, is over budget due to additional scope to adjust air handlers in studio to minimize noise.

Notable changes to 2006 Measure F projects include Project 9626, River Glen Portable Replacement, has been closed.  Project 9600, Hacienda New Classroom Building, is over budget due to removal of portables and additional scope for parking lot.  Project 9610, San Jose High SIP, is over budget, only $444K of funds will be transferred to San Jose Career Tech Building to keep project under budget.  Project 9615, Willow Glen Elementary Modernization is over budget due to additional paving at basketball courts.  Project 9625, Anne Darling Lease-Leaseback is over budget due to soft costs and added trusses and brick veneer, GMP has not exceeded original contract amount.  Project 9628, Trace Modernization and New Building, is over budget due to Change Orders, additional paving maintenance, and fire sprinklers which were required by the State; original budget was reduced but is now approaching the originally intended budget.

Notable changes to 2007 Measure F projects include Project 9701, Hoover Fields, which bid under budget and no longer requires a recovery plan.  Project 9703, Burnett Modernization and Bleachers, is over budget due to State Funding requirement for automatic fire alarms.

Notable changes to 2008 Measure F projects include Project 9815, Allen @ Steinbeck – Media Modernization, plans have been DSA approved and will be going out to bid.  Project 9816, Exterior Painting I, is significantly less over budget due to receiving good bids, overage due to unforeseen repair work.

Notable changes to 2009 Measure F projects include Projects 9910 and 9911, Exterior Painting, have been closed and moved to Future Deferred Maintenance Plan.

Overall remaining contingency is $9.6M ($2.6M project contingency and $7M in Program contingency).

Mr. Hiddleson explained the 2008/2009 IP Revision is going to the Board of Education on August 20,2009.  The following is a summary of the major changes from the 2007 IP Revision:

Measure F Interest Revision:
$2.0M in Measure F interest is being added to augment Measure F Program costs projected to be higher than anticipated through 2012.

Deferred Maintenance Funding Transition:
Due to losses in state matching contributions and to plan for Deferred Maintenance work in the future, Project 9921 is being closed and $1.2M funding removed.  $4 Million in funds are being moved from Measure F to the District’s 5-Year Deferred Maintenance Plan.

Scope D Funds:
Due to Measure F Plan Scope D savings, $500K is being moved to “outside” of Measure F.

Close Project 1000:
This project contains closed sites that will be funded from other sources than Measure F, $2M returned to Program Contingency.

Program Contingency:
Will be $1.3M with $7M to start, less $4M for Deferred transfer, $1.2M in Project 9921 funding loss and $500K in Scope D transfer out of Measure F.

Ms. Poon reported on Measure F Fund Income & Expenditure Statement through March 31, 2009.  Total expenditure, including encumbrances, for Measure F is $412,096,233 leaving a balance of $22,285,120.  Attached to the report were breakdowns of expenditures for each project and the related funding source.  Details for each project’s hard and soft costs and encumbrances were also attached. 9.1 Site Visit Report
A Site Visit Report was presented for four sites by Michael Smith.

Anne Darling:  A site visit occurred in April 2009 for Anne Darling Classroom, Admin, and Multi Use Project.  Among the attendees were Diane Hughes, Amy Huddlestun, Michael Smith, Steve Adamo (School Construction), Chris Hernandez (School Construction), Ben Petty (TBI Construction Manager), Mike Hiddleson (Program), and Patsy Storie (Principal).  Mr. Smith stated the Principal was pleased with the result.

Steve Adamo provided a brief explanation of the process for Lease-Leaseback.

Pioneer:  A site visit occurred in May 2009 for Pioneer Modernization Project.  Among attendees were Shelly McNamara, Michael Smith, Amy Ruffo (School Construction), Ben Petty (TBI Construction Manager), and Sue Walker (Principal).  Funding was from Measure F and Fire Insurance which allowed rebuilding and expansion of the Multi Use Building.  Science classrooms were walked which are built to District standard.  Other scope walk included fields and solar shade structures.  Mr. Smith stated the Principal was pleased with the result.

Trace:  A site visit occurred in June 2009 for Trace New Building and Multi Use Modernization Project.  Among attendees were Chris Henriques, Michael Smith, Steve Adamo (School Construction), Brian Paras (School Construction), Patricia Nguyen (Program), Jennifer Scott (Program), Summer Naranjo (Program), and Mary Martinez (Principal).  Mr. Smith stated he was impressed with the art work and the Principal was pleased with the result.

Hacienda:  A site visit occurred in July 2009 for Hacienda New Building and Modernization Project.  Among attendees Amy Huddlestun, Michael Smith, Kelly Snider, Gina Whitson, Amy Ruffo (School Construction), Patricia Nguyen (Program), and Melissa Mohamed (Principal).  Mr. Smith stated the Principal was pleased with the result.

Mr. Smith noted that while all sites met District standards, he was impressed how each site incorporated different styles that reflected the needs of staff and students.

CBOC requested Kitchell Program provided suggestions for future site tours at the next CBOC meeting in October 2009.

7. New Business

7.1 Measure C & F Overview and Project Status
Mike Hiddleson presented the Measure C Project status report. Exhibit.7.1.1

Mr. Hiddleson stated that one project closed since last reporting, Project #9243: Hammer Sign at Galarza. No changes have occurred to the recovery plans for Scope D and Measure C Refinance.

Patricia Nguyen presented the Measure F Project status report. Exhibit.7.1.2

Ms. Nguyen stated that many IP changes occurred since the last reporting period and projects are currently bidding and getting favorable results.  No recovery plans needed for 2003 projects.  Project 9410, Playgrounds, is the last of the 2004 projects to go out to bid.  Three projects, 9510 Grant Multi Use, 9517 High School Athletics, and 9537 Gardner Multi Use, received budget augments.  Staff moved into Trace Administration building last week (9628).  State fund augmentation occurred for 9600 Hacienda Classroom Building and 9622 San Jose Modernization / Science.  Hacienda state funds has been approved but not yet released.

Note:  Steve Adamo stated that a State Implementation Committee has been formed.  The State sold $6.5 billion in bonds and $500 million of this was apportioned to schools.  San Jose Unified School District funds are in the middle of this apportionment.

9628 Trace fields and paving will soon be bid, estimates are currently held.  Contractor claims are being negotiated.  9636 Lincoln Science contractor claims are also being negotiated.

Ms. Nguyen stated that one project closed since last reporting period for 2007 projects, Project #9715: Booksin Painting.  9709 Willow Glen High Science is scheduled for backcheck at DSA on Wednesday, 4/8, and approval is expected.  Several projects were augmented with Measure F contingency.  Four projects have recovery plans (two budget overages and two with discrepancies).

9816 Exterior Painting is over budget and is holding estimates for building repairs needed before painting.  Four 2008 projects received budget augments and there are five recovery plans.

Ms. Nguyen stated that one project closed since last reporting period for 2009 projects, Project #9908: Willow Glen High Special Education.  Staff is scheduled to move into the science wing for Project 9909 Gunderson Modernization / Science over the Spring Break.  9921 Deferred Maintenance Fund Lost project will be removed in next IP Revision.  Portions of 9900 Paving Maintenance project has bid, and the remaining sites will bid once other projects have completed.

Ada Poon presented the Financial Report.

Ms. Poon reported on Measure C Fund Income & Expenditure Statement/Summary since December 31, 2008.  Total expenditure for Measure C and Measure C Refunding is $175,767,001 leaving a balance of $16,233,020.  Attached to the report were breakdowns of expenditures for each project and the related funding source. Ms. Poon reported on Measure F Fund Income & Expenditure Statement since December 31, 2008.  Total expenditure, including encumbrances, for Measure F is $406,435,278 leaving a balance of $29,056,548.  Attached to the report were breakdowns of expenditures for each project and the related funding source.  Details for each project (hard and soft costs and encumbrances were also attached.

8. CBOC Member & Sub-Committee Reports

8.1 Site Visit Report
A Site Visit Report was presented for San Jose High Science by Diane Hughes.

A site visit occurred for San Jose High Science Project 9622.  Among the attendees were Diane Hughes, Amy Huddlestun, Michael Smith, Amy Ruffo (School Construction), Jonathan Lewis (Kitchell Construction Manager), and Robert Perez (SJH Principal).  Ms. Hughes stated she had the opportunity to speak to teachers and students who were occupying the building.  Ms. Huddlestun stated she was pleased with the result and the cohesion to the rest of the site architecturally.  Ms. Hughes and Mr. Smith agreed.

Another site visit is scheduled for later this month at Anne Darling Elementary, Project 9625.

8.2 Measure F Bond Newspaper Ad
No action needed.  Ann Jones informed CBOC members that the Measure F Bond Newspaper Ad would be printed in El Observador Community Newspaper.  Steve Adamo presented copies of the local Resident papers that had already run the ad.

7.1 Measure C & Measure F Performance Audit
Moss Adams LLP presented the Performance Audit

Performance Audits were performed for Fiscal Year Ending June 30, 2009 for Measure C and Measure F.

Moss Adams has found no discrepancies in the use of expenditures for approved Bond Fund purposes for Measure C. Item 7.1 Measure C Moss Adams (PDF)

Moss Adams reported the following for Measure F: Item7.1 Measure F Moss Adams (PDF)
Through District auditing, unsupported costs and potential overcharges to the District was made through the lease-leaseback agreement with Darling Investors, LLC.  The District is following up with the General Contractor to address unsupported and questioned cost charges.

The April 6, 2009 Implementation Plan was approved by the Board of Education and communicated to the CBOC, reporting that the estimated costs to construct Measure F projects left a shortfall to the total available construction funds.  All projects were identified in the Implementation plan.  The District continues to explore additional or alternative funding sources.

The District continues to increase the number of projects that are in the close-out process.

The District has implemented 25 out of 27 (93%) prior year performance audit recommendations.  These open recommendations should be implemented on a timely basis, as they address the need for effective procurement methods as well as the need for timely and complete project close-out controls.

7.2 Measure C & Measure F Financial Audit

7.3 Staff Report – Term Limit of CBOC
Steve Adamo and Phil Henderson presented the Staff Report Item 7.3 Staff Report

Phil Henderson suggests that the CBOC diminish efforts as funding is spent.  District staff recommended the CBOC review their bylaws regarding frequency of meetings.

A clarification was made regarding the handout.  The CBOC members are required to attend CBOC meetings and a quorum of seven members are required to hold a meeting.

Ms. Poon reported on Measure F Fund Income & Expenditure Statement through September 30, 2009.  Total expenditure, including encumbrances, for Measure F is $424,385,037 leaving a balance of $10,387,221.  $8,179,041 was transferred out into Deferred Maintenance.  Attached to the report were breakdowns of expenditures for each project and the related funding source.  Details for each project’s hard and soft costs and encumbrances were also attached. 8.3 CBOC Annual Report Liaison

Draft of Annual Report was provided to Jim Kateley, Michael Smith, and Sherri Al-Ashari by Kitchell.  These members of the CBOC will review and provide comments to Kitchell by January 22, 2010.

The final draft Annual Report will be provided to the entire CBOC at the next meeting to be approved.

8.4 CBOC Website & Communication Liaison

CBOC members discussed the different options for advertising such as electronic distribution.  Kitchell to send a draft advertisement to CBOC members by January 29, 2010.  Last year’s advertisement to be brought to the next meeting for review and comparison.

9.1 Site Visit Report
Michael Smith presented the site visit report.

Site visit occurred on 11/20/09 at Willow Glen Middle and High Schools.
Attendees included CBOC members Michael Smith and Shelly McNamara, Mike Hiddleson, Jennifer Scott, and Summer Naranjo of Kitchell Program, Kitchell Construction Managers Jason Cornejo and Jim Wilson, SJUSD staff Steve Adamo and Amy Ruffo, and Willow Glen Middle Principal, Mark Molina, and Willow Glen High Principal, Shannon McGee.

Michael Smith requests that more members attend.  A recommendation was made to increase attendance by scheduling site visits earlier in the day.

Scope of work at Willow Glen Middle included $1.1M science modernization of old shop building, Administration and art room modernization.

Scope of work at Willow Glen High included $4.7M science and art room modernization and construction of new science building (still in progress).

Willow Glen Middle and High media center addition (SIP funding) was also toured.

Sites were pleased with results of work.  Mr. Smith stated that he was impressed and appreciated the Districts application of standards but also meeting the individual needs of teachers and staff.

9.2 Recommended Sites and Dates for Future Site Visits
Steve Adamo provided a hand out of proposed sites and dates for future visits.

7.1 Staff Report – “How Will Measure F Complete”
Steve Adamo presented the Staff Report. Item7.1 (PDF)

Projects that are scheduled for completion in summer 2010 were highlighted with their current budgets.  Closeout of projects through fiscal reconciliation and DSA were discussed along with potential challenges.

Corrections made at the meeting on the handout regarding remaining funding sources:
-Measure F ~11% of overall remaining in program
-Measure C (includes MCR, Scope D), ~10% of overall remaining program
-State Bond Funds, ~14% of overall remaining program
-Deferred Maintenance, ~65% of overall program

Projects that were below the red line have not changed (interior painting and flooring); however, some scope was performed when necessary with Modernizations of some sites because of related changes.

A large contingency remains to cover any overages of projects but will lessen when the program winds down.

CBOC has suggested forming a subcommittee to determine and suggest at what point and how much funding left that the program can conclude.  CBOC also suggests that District consult their legal counsel for concluding the program.

Steve Adamo noted that PCM3 construction management contracts were amicably terminated and has therefore resulted in limited activity in some projects as they transition to new management.

8.2 Measure C & F Overview and Project Status

Mike Hiddleson presented the Measure C & F Project status report. Item8.2.1 Measure C Status

Notable change is $500K transfer from Scope D to Measure F.  Notable change to Measure C refunding is Project 9709, Willow Glen High Science and Modernization bid under budget.  Project 9257, Empire Gardens Synthetic Field is over budget due to soil issue (to be contained to site on Watson Park – no off haul of soil) and increasing height of fence next to the river.  $89,038 remains in Measure C Project Contingency.

Mr. Hiddleson explained a new category called Pre-Closed.  Projects in this category have been reconciled fiscally but are still an open project not yet Closed with Certification by DSA.

Notable changes to 2005 Measure F projects include Project 9508, Restroom Renovations, Project 9517, Gunderson Fields, and 9552, Lincoln Modernization have been pre-closed.  Project 9530, Gunderson SIP, is over budget due to additional scope to adjust air handlers in studio to minimize noise.

Notable changes to 2006 Measure F projects include Project 9626, River Glen Portable Replacement, has been closed.  Project 9600, Hacienda New Classroom Building, is over budget due to removal of portables and additional scope for parking lot.  Project 9610, San Jose High SIP, is over budget, only $444K of funds will be transferred to San Jose Career Tech Building to keep project under budget.  Project 9615, Willow Glen Elementary Modernization is over budget due to additional paving at basketball courts.  Project 9625, Anne Darling Lease-Leaseback is over budget due to soft costs and added trusses and brick veneer, GMP has not exceeded original contract amount.  Project 9628, Trace Modernization and New Building, is over budget due to Change Orders, additional paving maintenance, and fire sprinklers which were required by the State; original budget was reduced but is now approaching the originally intended budget.

Notable changes to 2007 Measure F projects include Project 9701, Hoover Fields, which bid under budget and no longer requires a recovery plan.  Project 9703, Burnett Modernization and Bleachers, is over budget due to State Funding requirement for automatic fire alarms.

Notable changes to 2008 Measure F projects include Project 9815, Allen @ Steinbeck – Media Modernization, plans have been DSA approved and will be going out to bid.  Project 9816, Exterior Painting I, is significantly less over budget due to receiving good bids, overage due to unforeseen repair work.

Notable changes to 2009 Measure F projects include Projects 9910 and 9911, Exterior Painting, have been closed and moved to Future Deferred Maintenance Plan.

Overall remaining contingency is $9.6M ($2.6M project contingency and $7M in Program contingency).

Mr. Hiddleson explained the 2008/2009 IP Revision is going to the Board of Education on August 20,2009.  The following is a summary of the major changes from the 2007 IP Revision:

Measure F Interest Revision:
$2.0M in Measure F interest is being added to augment Measure F Program costs projected to be higher than anticipated through 2012.

Deferred Maintenance Funding Transition:
Due to losses in state matching contributions and to plan for Deferred Maintenance work in the future, Project 9921 is being closed and $1.2M funding removed.  $4 Million in funds are being moved from Measure F to the District’s 5-Year Deferred Maintenance Plan.

Scope D Funds:
Due to Measure F Plan Scope D savings, $500K is being moved to “outside” of Measure F.

Close Project 1000:
This project contains closed sites that will be funded from other sources than Measure F, $2M returned to Program Contingency.

Program Contingency:
Will be $1.3M with $7M to start, less $4M for Deferred transfer, $1.2M in Project 9921 funding loss and $500K in Scope D transfer out of Measure F.

Ada Poon presented the Financial Report.

Ms. Poon reported on Measure C Fund Income & Expenditure Statement/Summary through March 31, 2009.  Total expenditure for Measure C and Measure C Refunding is $176,105,760 leaving a balance of $16,039,843.  Attached to the report were breakdowns of expenditures for each project and the related funding source. Item8.3.1

Ms. Poon reported on Measure F Fund Income & Expenditure Statement through March 31, 2009.  Total expenditure, including encumbrances, for Measure F is $412,096,233 leaving a balance of $22,285,120.  Attached to the report were breakdowns of expenditures for each project and the related funding source.  Details for each project’s hard and soft costs and encumbrances were also attached. Item8.3.2

A Site Visit Report was presented for four sites by Michael Smith.

Anne Darling:  A site visit occurred in April 2009 for Anne Darling Classroom, Admin, and Multi Use Project.  Among the attendees were Diane Hughes, Amy Huddlestun, Michael Smith, Steve Adamo (School Construction), Chris Hernandez (School Construction), Ben Petty (TBI Construction Manager), Mike Hiddleson (Program), and Patsy Storie (Principal).  Mr. Smith stated the Principal was pleased with the result.

Steve Adamo provided a brief explanation of the process for Lease-Leaseback.

Pioneer:  A site visit occurred in May 2009 for Pioneer Modernization Project.  Among attendees were Shelly McNamara, Michael Smith, Amy Ruffo (School Construction), Ben Petty (TBI Construction Manager), and Sue Walker (Principal).  Funding was from Measure F and Fire Insurance which allowed rebuilding and expansion of the Multi Use Building.  Science classrooms were walked which are built to District standard.  Other scope walk included fields and solar shade structures.  Mr. Smith stated the Principal was pleased with the result.

Trace:  A site visit occurred in June 2009 for Trace New Building and Multi Use Modernization Project.  Among attendees were Chris Henriques, Michael Smith, Steve Adamo (School Construction), Brian Paras (School Construction), Patricia Nguyen (Program), Jennifer Scott (Program), Summer Naranjo (Program), and Mary Martinez (Principal).  Mr. Smith stated he was impressed with the art work and the Principal was pleased with the result.

Hacienda:  A site visit occurred in July 2009 for Hacienda New Building and Modernization Project.  Among attendees Amy Huddlestun, Michael Smith, Kelly Snider, Gina Whitson, Amy Ruffo (School Construction), Patricia Nguyen (Program), and Melissa Mohamed (Principal).  Mr. Smith stated the Principal was pleased with the result.

Mr. Smith noted that while all sites met District standards, he was impressed how each site incorporated different styles that reflected the needs of staff and students.

CBOC requested Kitchell Program provided suggestions for future site tours at the next CBOC meeting in October 2009.

7.1 Measure C & F Overview and Project Status
Mike Hiddleson presented the Measure C Project status report. Exhibit.7.1.1

Mr. Hiddleson stated that one project closed since last reporting, Project #9243: Hammer Sign at Galarza. No changes have occurred to the recovery plans for Scope D and Measure C Refinance.

Patricia Nguyen presented the Measure F Project status report. Exhibit.7.1.2

Ms. Nguyen stated that many IP changes occurred since the last reporting period and projects are currently bidding and getting favorable results.  No recovery plans needed for 2003 projects.  Project 9410, Playgrounds, is the last of the 2004 projects to go out to bid.  Three projects, 9510 Grant Multi Use, 9517 High School Athletics, and 9537 Gardner Multi Use, received budget augments.  Staff moved into Trace Administration building last week (9628).  State fund augmentation occurred for 9600 Hacienda Classroom Building and 9622 San Jose Modernization / Science.  Hacienda state funds has been approved but not yet released.

Note:  Steve Adamo stated that a State Implementation Committee has been formed.  The State sold $6.5 billion in bonds and $500 million of this was apportioned to schools.  San Jose Unified School District funds are in the middle of this apportionment.

9628 Trace fields and paving will soon be bid, estimates are currently held.  Contractor claims are being negotiated.  9636 Lincoln Science contractor claims are also being negotiated.

Ms. Nguyen stated that one project closed since last reporting period for 2007 projects, Project #9715: Booksin Painting.  9709 Willow Glen High Science is scheduled for backcheck at DSA on Wednesday, 4/8, and approval is expected.  Several projects were augmented with Measure F contingency.  Four projects have recovery plans (two budget overages and two with discrepancies).

9816 Exterior Painting is over budget and is holding estimates for building repairs needed before painting.  Four 2008 projects received budget augments and there are five recovery plans.

Ms. Nguyen stated that one project closed since last reporting period for 2009 projects, Project #9908: Willow Glen High Special Education.  Staff is scheduled to move into the science wing for Project 9909 Gunderson Modernization / Science over the Spring Break.  9921 Deferred Maintenance Fund Lost project will be removed in next IP Revision.  Portions of 9900 Paving Maintenance project has bid, and the remaining sites will bid once other projects have completed.

Overall remaining contingency is $3.2 million ($2.2M project contingency and $988,947 in Program contingency). Exhibit.7.1.3, Exhibit.7.1.4A, Exhibit.7.1.4B, Exhibit.7.1.5, Exhibit.7.1.6

8.1 Site Visit Report
A Site Visit Report was presented for San Jose High Science by Diane Hughes.

A site visit occurred for San Jose High Science Project 9622.  Among the attendees were Diane Hughes, Amy Huddlestun, Michael Smith, Amy Ruffo (School Construction), Jonathan Lewis (Kitchell Construction Manager), and Robert Perez (SJH Principal).  Ms. Hughes stated she had the opportunity to speak to teachers and students who were occupying the building.  Ms. Huddlestun stated she was pleased with the result and the cohesion to the rest of the site architecturally.  Ms. Hughes and Mr. Smith agreed.

Another site visit is scheduled for later this month at Anne Darling Elementary, Project 9625.

8.2 Measure F Bond Newspaper Ad
No action needed.  Ann Jones informed CBOC members that the Measure F Bond Newspaper Ad would be printed in El Observador Community Newspaper.  Steve Adamo presented copies of the local Resident papers that had already run the ad.

AAC Meeting Minutes - February 1, 2010

I. Lynn reported that the Autism Reference Binder was reviewed with and distributed to elementary principals. Psychologists and program specialists were informed of the location of the binders at the schools. Teachers will be notified at team meetings. Lynn will arrange to distribute the binders to the secondary principals.
On the January 4 Staff Development Day elementary special ed site personnel received training on using social stories in the classroom. Staff was also given sign-in information for Project Optimal, an online autism training program. Secondary principals have also been informed of Project Optimal.

II. The committee discussed the workability program, the vocational education program. Workability provides screening to determine students’ interests and provides some inservices for students, andgoals are addressed in students’ IEP’s and transition plans.
The district has post secondary programs at Cory, De Anza, San Jose City College and Mission College. Job coaches work with Severely Handicapped students in their senior year of high school.

III. Rose Bedard inserviced the committee on bus driver training. To receive initial certification a bus driver must have 40 hours of class time, be certified in first aid and have a minimum of 40 hours behind the wheel. To be recertified, a driver must pass a physical every two years. SJUSD bus drivers receive 2 - 4 hours of inservice time yearly. SJUSD uses the Santa Clara County Office of Education manual that addresses managing behavior and characteristics of specific disabilities. Durham drivers receive one full day of training per year before the start of the school year. Rose reported that officials from the District’s Department of Transportation my attend IEP meetings and be involved in behavior plans as appropriate. Rose estimated that the Department has been involved in approximately 20 behavior plans for students with autism.
The Transportation Department sends out brochures to parents at the beginning of the school year with contact numbers to use in cases of concerns or problems with scheduling, etc.
If there are problems with a specific driver, a trainer may conference with the driver or go out with the driver on their route for retraining. In some instances a driver may be removed from the route. After receiving the information from Rose and further discussion, the committee made the following recommendations:

• inform special ed teams about the components of bus driver training
• review and perhaps refine the survey questions regarding transportation in an attempt to gather more specific information regarding parent concerns
• make sure that students who are transferring from a small bus situation to the larger bus are well prepared
• offer Special Ed Department assistance with inservice for district drivers
• put transportation recommendations in the IEP to be given to the bus driver

IV. The report on presentations to staff regarding materials and strategies was postponed till the April meeting.

V. Next meeting is Monday, April 5.

Who Should you Call if you Have a Question Concerning your Child at School?

Should you have a question concerning your child, your first point of contact should be your child’s teacher.  If you feel that your concern has not been addressed to your satisfaction, please make an appointment to meet with the principal. Our expectation is that the principal will work closely with you and the teacher to address your concern.  The principal is in a position to bring additional resources, support and perspectives that are critical towards coming to a common understanding and solution.
If you feel the solution is not in the best interests of everyone involved and deserves further input, you may make an appointment with one of the grade level directors.  At the elementary school level, Norma Martinez-Palmer serves as the Director of Elementary Education (535-6602).  For the middle and high school level, Sandy Engel serves as the Director of Secondary Education (535-6009).  Each of these administrators works directly with principals to assist with communication and problem solving.

Public schools throughout California are required to provide information to the community in the form of an annual School Accountability Report Card (SARC). These report cards provide a variety of data about a school’s student achievement, environment, resources, and demographics.

Updated SARC’s for the 2008-2009 school year (published in 2009-2010) are posted on the District’s website and a hard copy is available at each school site. Your principal will be able to answer any questions regarding your school’s SARC. Student Appeal Process

Parents/guardians have the right to both the review and appeal of school assignments through the appeal process. An appeal may be approved if it is based upon extreme health or emotional problems. (In all requests, documentation must be provided.) An appeal will not be granted if it is based on the health needs of other family members, transportation issues, school location/programs, school/job related issues or babysitting/day care difficulties. The process is as follows:

Step 1 Parent/Guardian Schedules Conference with the Information and Enrollment Center Administrator
The parent/guardian should contact the Information and Enrollment Center Administrator at either the Burnett Information and Enrollment Center (535-6412) or Erikson Information and Enrollment Center (535-6436). At this time the problem will be discussed and assistance offered to try to resolve the concern.
If it is not resolved to the satisfaction of the parent/guardian at the conference with the Information and Enrollment Center Administrator, the “Request for Appeal of Student Assignment” form will be completed and returned to the Information and Enrollment Center. Written documentation from those sources referred to by the parent/guardian must accompany the appeal. A signed “Exchange of Information” form may also be necessary.

Step 2 Parent/Guardian Receives Acceptance or Denial of Appeal by Written Response
The information provided on the form, along with documentation, is carefully reviewed by the administrator at the Information and Enrollment Center.  After reviewing the request, the administrator will indicate the decision by letter to the parent/guardian.

Step 3 Parent/Guardian May Contact The Director of student Enrollment/Assignment
In the event the parent/guardian is not satisfied with the initial decision from the administrator at the Information and Enrollment Center and wishes to continue the Appeal Process, he/she may phone the Director of Student Enrollment/Assignment Department, at 535-6232, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Step 4 Parent/Guardian May Contact the Director of Desegregation
The final level of appeal is to the Director of Desegregation. In the event that the appeal cannot be resolved at the Student Enrollment/Assignment Department level, the parent/guardian may phone the Director of Desegregation at 535-6378, or write to 855 Lenzen Avenue, San Jose, CA 95126.

Secondary - Immediate Attendance Registration:

Upon enrollment of students for immediate attendance, they will be assigned to a school on a space-available first-come, first-served basis, taking into consideration the instructional capacity of the school and/or grade level, and existing wait lists. 
At certain times during the school year, 6-12th grade students may not be able to attend their attendance boundary school because space is not available. They will be assigned to the nearest school with space available while being waitlisted to their attendance boundary school.



Secondary Wait List:

If a student’s first-choice school is not available, the student will be placed on that school’s wait list. Priority is given to attendance boundary students. Wait list movement occurs at the end of each semester.

Pre-Registration for September:

Current 5th and 8th grade students who are changing grade levels (Elementary to Middle School; Middle to High School) must complete and return their School Choice Application by mid-February if they wish to participate in the selection process described below.
These students, as well as preregistered students who live in, but are not attending a school in the San Jose Unified School District, will be assigned to a school, taking into consideration the instructional capacity of the school and current wait lists.  In the event the number of students selecting a particular middle or high school exceeds that school’s programmatic or physical capacity, the District will redirect students to their second or third choice according to the following four priorities:

•  First Priority: Students who reside in the school attendance boundary
•  Second Priority: Students who are requesting a Voluntary Integrative Transfer.
• Third Priority: Students who will have a sibling who is enrolled in the school during the     year of intended assignment.
•  Fourth Priority: Students whose choice of schools does not satisfy one of the above priorities.

Every effort will made to place students in one of their three choices. If this is not possible, students will be assigned to their attendance boundary school.

If your student is not assigned to the first choice school, he/she will be placed in the second choice school if space is available. The same process will be used for the third choice school.
Students will be redirected to their other-than-first-choice-school on a random basis by a computer. Students who are redirected will be placed on a wait list for their first-choice school.  This wait list will also be produced by a computer random process. These names will be added below those already on the wait list.  After the Initial Enrollment Process, students will be enrolled or wait listed on a space-available, first-come, first-served basis.
Secondary Pre-Registration Wait List: If your student is not assigned to the first choice school, he/she will be placed on a wait list for that school. Students are placed into these schools from the wait list in priority order, taking into consideration all of the following:
•  Grade Level Openings at the School
•  Capacity of the School
•  Special Education program requirements

You will be informed regarding your student’s place on the wait list when you are notified of his/her school assignment. Attendance boundary students will always have priority on the wait list. Whenever possible, the students on the wait list will be moved during the first two weeks of school and at the end of each semester. If you are offered a wait list placement and decline it, your student’s name will be removed from that school’s wait list. No student may be placed on more than one wait list.

Secondary Transfer:

Voluntary Integrative Transfers
•  Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated as low socio-economic status. These students may transfer into a school that is designated high socio- economic status. (Based upon geo-codes)
• Students may transfer out of their attendance boundary school when their residence address and attendance boundary school are designated high socio-economic status. These students may transfer into a school that is designated as low socio-economic status. (Based upon geo-codes)
• If a student meets the low socio economic criteria and his/her boundary school meets the low socio-economic criteria, but the geo-code in which the student resides does not, an exception may be requested. a. The Exception process requires that the family meet the financial qualification as delineated in the Application for Free and Reduced-Price Meals. b. The Request for an Exception may be completed during the enrollment process.
•  All transfers are based on space availability.

Transfer within Within SJUSD:
Your secondary student will be permitted to apply for a transfer from one school to another. Students must meet certain criteria for acceptance. Secondary students who are granted a transfer will be wait listed for schools that are at capacity. Please call the enrollment center for specific information.
Transfer Request forms will be available at the Information and Enrollment Centers during the spring and summer months. All transfers are based on space availability. The transfer period ends the first day of school.

Interdistrict Transfers

An annual Interdistrict Permit is required for students who do not live within the SJUSD boundary. Transportation services for Interdistrict Transfer students will not be provided by the District. Interdistrict students may be subject to displacement due to increased neighborhood enrollment.

• Transfer is to a “magnet school.”

• Transfer will aid the Voluntary Integration Plan.
The effective date of the approved transfer will be the first day of school in September. Elementary students will be wait listed for attendance boundary and magnet schools that are at capacity.

Elementary Transfers for the Academic Language Acquisition (ALA) Bilingual Program: 
At your school of assignment, as a parent of an English Learner, you will be given a description of the educational program choices for English learners at your student’s school and within the District. Also, you will be given the process for applying for a Parental Exception Waiver. You may request of your school principal through the Parental Exception Waiver process a transfer from your school of assignment to an ALA school with classroom space.
At schools with an ALA program, the principal accepts the waiver and places the student in an ALA classroom. If there is no room in the ALA program, the principal denies the waiver, and the student is assigned to a Structured English Immersion classroom. The student may either wait for placement in ALA at that school, or parents can appeal the waiver denial and request another school with an ALA program. At schools without an ALA program, the principal denies the waiver. Parents may appeal the waiver denial and request a school with an ALA program. Upon approval by the Bilingual Office, the Student Assignment Office will transfer your student to a school with space available in an ALA Program.

Elementary Intradistrict Transfers:
A student residing in the San Jose Unified School District may request, for the following reasons, an annual Intradistrict transfer to attend another SJUSD school when space is available.
Student of working parents receiving child-care from the same person or program for at least one year. Child-care must be located within the boundaries of the requested school.
A change of residency within the District’s attendance boundaries and the student wishes to continue at the school of assignment.
Student who through the student assignment process was assigned a school due to the lack of space available at the attendance boundary school and wishes to continue at the school of assignment.
Student whose parent/guardian is a district employee at the requested school.
Student whose parent/guardian is employed within the attendance boundaries of the requested school.
Transportation services for intradistrict transfer students will not be provided by the District. Intradistrict transfer agreements must be renewed annually. Intradistrict students may be subject to displacement due to increased neighborhood enrollment. For further information, please call 535-6230, the Student Enrollment/Assignment Office.

Interdistrict Transfers:

The Magnet School initial enrollment period is April. If more students apply for a magnet school than that school is able to serve, the District will assign students to the magnet school on a random basis, taking into consideration the instructional capacity of the school, voluntary integration plan criteria, and students who have a sibling attending the school. Students who are not enrolled in their magnet choice school will be placed on a wait list for that school. A computer-random process establishes initial wait lists.

Elementary Magnet Wait List:
Students are placed from a wait list as space becomes available. Parents will be informed regarding their student’s place on the wait list when they are notified of the school assignment.

District English Learners Advisory Committee

The District English Learners Advisory Committee meets regularly to advise the District governing board regarding District goals and objectives, and to assist in developing a district-wide plan for English Learners Education. Each school SELAC elects one of its members to serve on the DELAC.

Superintendent Don Iglesias Announces Retirement

At the December 10 Board of Education Meeting, San Jose Unified Superintendent Don Iglesias announced his retirement effective June 30.  Superintendent Iglesias has been Superintendent for 6 years, after first being employed as Deputy Superintendent in 2001.  Under Don’s reign SJUSD has continued to close the achievement gap, lower the percentage of dropouts, increase the number of students ready for college and maintain a balanced budget.
 
Mr. Iglesias stated, “I want to thank all of you for allowing me to lead our district as your Superintendent for the last six years; it has been the thrill of a lifetime, seriously.  San Jose Unified School District will continue to be a leading edge school district, with some of the finest teachers, classified employees and administrators on the planet.  Growing up as an urban kid from a blue collar family and becoming Superintendent of this wonderful district certainly reinforces for me that all things are possible for the students we serve, when we encourage, support and believe in the goodness and hope that resides in each of them.”

Newly elected Board President Veronica Lewis sadly thanked Superintendent Iglesias’ for his leadership, “In the next few weeks we will develop a plan that will include a process and a timeline for selecting his successor.  We will focus on selecting a successor that is capable of continuing to move our district forward and uphold the standards set by our current Superintendent.” 

The community will be kept informed of the process and timeline for the selection of the new superintendent.

El Superintendente Don Iglesias anuncia su jubilación.

Durante la reunión de la Mesa Directiva del 10 de diciembre, el Superintendente del Distrito Escolar Unificado de San José, señor Don Iglesias anunció su jubilación a partir del 30 de junio del próximo año.  El señor Iglesias ha ocupado el puesto de Superintendente durante 6 años, después de habérsele contratado inicialmente como Auxiliar de la Superintendente en 2001.  Bajo el mandato del señor Iglesias, el Distrito Escolar Unificado de San José ha continuado unificando el nivel de logro de todos los estudiantes, ha disminuido el porcentaje de deserción escolar, ha incrementado la cantidad de estudiantes preparados para la universidad y ha mantenido un presupuesto bien equilibrado.

El señor Iglesias declaró: “Deseo agradecer a todos ustedes por haberme permitido dirigir nuestro Distrito como su Superintendente durante los últimos seis años; ha sido la experiencia más emocionante de mi vida, se los aseguro.  El Distrito Escolar Unificado de San José continuará siendo un distrito de vanguardia, con algunos de los mejores maestros, empleados clasificados y administradores del planeta. El haber crecido como parte de una familia obrera en la ciudad y haber llegado a ser el Superintendente de este magnífico distrito verdaderamente refuerza el concepto de que que todo es posible para los estudiantes a quienes brindamos servicios, cuando los alentamos, los apoyamos y creemos en la bondad y la esperanza que habita en todos y cada uno de ellos.”

La recién electa presidenta de la Mesa Directiva, señora Veronica Lewis agradeció al señor Superintendente Iglesias por su liderazgo y dijo las siguientes palabras conmovida por su partida:  “Durante las próximas semanas, elaboraremos un plan que incluirá un proceso y un calendario de trabajo para seleccionar al sucesor o sucesora del señor Iglesias.  Nos concentraremos en seleccionar a una persona que sea capaz de continuar logrando que nuestro Distrito avance y que pueda mantener las normas que estableció nuestro Superintendente actual.”

Journeys and Inspiration to be Shared with Burnett Female Students

San Jose, CA. San Jose Unified’s Burnett Academy is very grateful to Silicon Valley Leadership Group for coordinating a Women & Girls Leadership Summit on Friday, February 12, at Burnett Academy. The event will feature former HP-CEO and business leader Carly Fiorina, Rep. Jackie Speier and NBC Bay Area morning co-anchor Laura Garcia-Cannon.
More than 100 other women executives and community leaders will join 450 of the school’s 6th, 7th and 8th grade girls at the half-day event.

Lowell Elementary School Receives Title I Academic Achievement Award

Lowell Elementary School has received the Title I Academic Achievement Award.
The Title I Academic Achievement Award is given only to schools receiving federal Title I funds as authorized by the No Child Left Behind Act of 2001.
To meet the criteria for this distinction, the school must demonstrate that all students are making significant progress toward proficiency on California’s academic content standards.

Durante la reunión de la Mesa Directiva del 10 de diciembre, el Superintendente del Distrito Escolar Unificado de San José, señor Don Iglesias anunció su jubilación a partir del 30 de junio del próximo año.  El señor Iglesias ha ocupado el puesto de Superintendente durante 6 años, después de habérsele contratado inicialmente como Auxiliar de la Superintendente en 2001.  Bajo el mandato del señor Iglesias, el Distrito Escolar Unificado de San José ha continuado unificando el nivel de logro de todos los estudiantes, ha disminuido el porcentaje de deserción escolar, ha incrementado la cantidad de estudiantes preparados para la universidad y ha mantenido un presupuesto bien equilibrado.

El señor Iglesias declaró: “Deseo agradecer a todos ustedes por haberme permitido dirigir nuestro Distrito como su Superintendente durante los últimos seis años; ha sido la experiencia más emocionante de mi vida, se los aseguro.  El Distrito Escolar Unificado de San José continuará siendo un distrito de vanguardia, con algunos de los mejores maestros, empleados clasificados y administradores del planeta. El haber crecido como parte de una familia obrera en la ciudad y haber llegado a ser el Superintendente de este magnífico distrito verdaderamente refuerza el concepto de que que todo es posible para los estudiantes a quienes brindamos servicios, cuando los alentamos, los apoyamos y creemos en la bondad y la esperanza que habita en todos y cada uno de ellos.”

La recién electa presidenta de la Mesa Directiva, señora Veronica Lewis agradeció al señor Superintendente Iglesias por su liderazgo y dijo las siguientes palabras conmovida por su partida:  “Durante las próximas semanas, elaboraremos un plan que incluirá un proceso y un calendario de trabajo para seleccionar al sucesor o sucesora del señor Iglesias.  Nos concentraremos en seleccionar a una persona que sea capaz de continuar logrando que nuestro Distrito avance y que pueda mantener las normas que estableció nuestro Superintendente actual.”

San Jose, CA. San Jose Unified’s Burnett Academy is very grateful to Silicon Valley Leadership Group for coordinating a Women & Girls Leadership Summit on Friday, February 12, at Burnett Academy. The event will feature former HP-CEO and business leader Carly Fiorina, Rep. Jackie Speier and NBC Bay Area morning co-anchor Laura Garcia-Cannon.
More than 100 other women executives and community leaders will join 450 of the school’s 6th, 7th and 8th grade girls at the half-day event.

Lowell Elementary School Receives Title I Academic Achievement Award

Lowell Elementary School has received the Title I Academic Achievement Award.
The Title I Academic Achievement Award is given only to schools receiving federal Title I funds as authorized by the No Child Left Behind Act of 2001.
To meet the criteria for this distinction, the school must demonstrate that all students are making significant progress toward proficiency on California’s academic content standards.

Proceso para inquietudes de los padres

¿A QUIÉN DEBE LLAMAR USTED EN CASO DE TENER UNA PREGUNTA O INQUIETUD CON RESPECTO A SU HIJO O HIJA EN LA ESCUELA?

En caso de que usted tuviera alguna pregunta o inquietud con respecto a su hijo o hija en la escuela, su primer punto de contacto debe ser la maestra o maestro de su estudiante.  Si usted siente que no se atendió su inquietud satisfactoriamente, por favor haga una cita para reunirse con el director o directora de la escuela.  Nuestra expectativa es que el director o directora trabaje estrechamente con usted y con la maestra o maestro de su estudiante con el objetivo de atender su inquietud. El director o directora tiene la posibilidad de proporcionarle recursos, apoyo y perspectivas adicionales que son esenciales para llegar al entendimiento común y en consecuencia a la solución de su problema. 
Si aún así, usted todavía siente que dicha solución no es provechosa para todas las personas a quienes afecta el problema y que su caso amerita que se le considere más a fondo, usted puede hacer una cita con una de las directoras de educación a nivel primaria o secundaria.  La señora Norma Martínez-Palmer es la directora de educación a nivel primaria (535-6602).  La señora Sandy Engel es la directora de educación a nivel secundaria y preparatoria (535-6009). Ambas administradoras trabajan directamente con los directores de las escuelas con el propósito de ayudar con asuntos de comunicación y resolución de problemas.

Diferenciación

Diferenciar la instrucción puede ocurrir en una variedad de maneras. Preguntas esenciales:

¿Cómo se involucra activamente a los estudiantes en el aprendizaje?
¿Cómo luce un salón diferenciado?

Existen tres características de los estudiantes que podrían indicar la necesidad de modificaciones en el plan de estudios y en la instrucción. Estas características son buena disposición, interés y perfil de aprendizaje. El contenido, actividades y productos pueden ajustarse en respuesta a las necesidades de los aprendices.

La preevaluación determina la manera en la que las lecciones del plan satisfacen las necesidades de los estudiantes que se están acercando al cumplimiento de las normas, los que las cumplen y aquellos que las exceden.

Perfil de aprendizaje Modalidades de aprendizaje ( auditivas, visuales, cinestéticas) Inteligencias múltiples (verbal/lingüística, lógica/matemática, visual/espacial, rítmica/musical, cinestética corporal, naturalista, interpersonal, intrapersonal)

Taxonomía de Bloom del Desarrollo Cognocitivo (conocimiento, comprensión, aplicación, análisis, síntesis, evaluación)

Estrategias de cuestionamiento (respuesta abierta cuando sea posible, ajustar la complejidad, lo abstracto, grado de agilidad mental, conexiones requeridas entre los temas, cuestionamiento Socrático)

Variedad de textos, medios informativos, software (niveles múltiples de lectura, de básico a avanzado, amplia variedad de temas)

Asignación de proyectos por niveles (modificados de varias maneras tales como: sencillo - complicado, concreto - abtsracto, monofacético - multifacético, más estructura - más abierto, menos independiente - más independiente, más lento - más rápido)

Compactando el plan de estudios (planea para aprender lo que no se sabe y exenta al estudiante de tener que estudiar lo que ya sabe o domina -se emplea tiempo en estudio enriquecido o acelerado)

Actividades de apoyo/Menús de extensión/Contratos/Centros independientes (se basan en los intereses del estudiante, estimulan la independencia, permiten trabajar con ideas abstractas y complejas, dan margen para trabajos más profundos y a largo plazo, aprovechan al máximo la alta motivación del estudiante.

Preguntas para formular:
¿Cómo se evalúa a los estudiantes antes de la instrucción?
¿Cómo se amplía el aprendizaje para aquellos quienes ya han alcanzado las normas de conocimiento y habilidades?
¿Qué estrategias se usan para desarrollar niveles de pensamiento más altos?
¿Qué oportunidades tienen los estudiantes para aprender independientemente?
¿Qué oportunidades tienen los estudiantes de trabajar con otros quienes compartan intereses o destrezas similares a las suyas?
¿Qué tipos de opciones se les ofrecen a los niños para que practiquen o demuestren lo que han aprendido?

 

Resumen del Informe de Desempeño de las Escuelas 2004-05

Desde noviembre 1988, la ley estatal ha requerido a todas las escuelas públicas que reciben fondos estatales que preparen y distribuyan anualmente un Informe Escolar de Rendición de Cuentas (School Accountability Report Card (SARC). Hay un requisito similar en el acta federal Que Ningún Niño se Quede Atrás (NCLB). El propósito del reporte es el de proveer a los padres y a la comunidad información importante sobre cada escuela pública.

Los reportes del Distrito Escolar Unificado San José (SJUSD) están disponibles en la página electrónica del Distrito así como también en la página electrónica de cada escuela. Cuando la inscripción tiene 15% o más estudiantes en la escuela quienes hablan otro idioma materno que no sea el inglés, el reporte también se hace disponible en ese idioma.
